Pan India Legal Literacy and Legal Awareness Programme (LLLAP)

Goal:

Legally Empowering Citizens to have access to information about their legal rights, entitlements and making justice delivery citizen- centric

Key Objectives:

Department of Justice is implementing Pan India Legal Literacy and Legal Awareness Programme with inclusive objectives to address Legal Literacy and Legal Awareness need of the county:

  • Partner with implementing agencies for spreading Legal Literacy, collaborate with Ministries/Departments, Training Institutions etc.
  • Capacity building of existing grassroots/frontline workers /volunteers
  • Leveraging technology for digital Legal Literacy

Status of LLLAP Implementing Agencies:

During 2021 - 2024 DoJ signed MoAs with seventeen implementing agencies in the States of Arunachal Pradesh, Sikkim, Manipur, Assam, Meghalaya, Rajasthan, Odisha, New Delhi, Madhya Pradesh, Karnataka, Bihar, Maharashtra and Puducherry for implementation of target specific Legal Literacy and Legal Awareness Projects. Selected agencies reached out to 14,64,688 beneficiaries up to May 2024, brief details about these projects are as follows:

Legal Awareness Webinar Series:

COVID-19 Pandemic and lockdowns emerged as big challenge in conducting community level legal awareness and outreach activities. Hence, virtual medium and social media platforms were used in reaching out to front line functionaries through series of Legal Awareness Webinars. From September 2021 to October, 2023, twenty thematic legal awareness webinars were organized on national level socio-legal issues including the Protection of Women from Domestic Violence Act, 2005, Child Rights, Fundamental Duties, the Pre-Conception and Pre-Natal Diagnostic Techniques (Prohibition of Sex Selection) Act, 1994, the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, Gender Justice in India, Rights of senior citizens, cybercrimes, Rights of undertrials in India, Rights of Transgender Persons, Consumer Rights, Child Labour in India, Rehabilitation of Acid Attack Survivors, Labour Laws and Child Sexual Abuse. These interactive and participatory webinars reached out to 4.62 lakh beneficiaries

Road Map for 2024-26:
  • Onboard 15 implementing agencies for spreading Legal Literacy and Legal Awareness.
  • Development of 1,56,400 simplified Information, Education and Communication materials using innovative Digital Legal Literacy tools.
